Engineering News-Record has named Helen Robinson, P.E., a 2019 Top Young Professional for the Mid-Atlantic region. Robinson is a senior project manager for GEI Consultants, an engineering and technical consulting firm, and manages the firm’s branch in Exton, Pennsylvania. With more than 16 years of design and construction experience, Robinson leads the branch in providing geotechnical engineering services and project management on construction and infrastructure projects. She holds bachelor’s and master’s degrees in civil engineering from Pennsylvania State University.

The Providence Engineering Society presented Larry Riggs, P.E., with the 2019 Freeman Award, recognizing an individual who has demonstrated engineering excellence and advanced the engineering profession throughout his career. Riggs is the president of the Pare Corporation, an engineering firm based in Lincoln, Rhode Island, where he has served for more than 40 years. He is also a member of the board of directors for the Economic Development Foundation of Rhode Island.

Ned Cleland, P.E., Ph.D., has received the Precast/Prestressed Concrete Institute’s Medal of Honor, PCI’s most prestigious award that recognizes an individual who has made a highly significant contribution to the industry. Based in Winchester, Virginia, Cleland is the founder and president of Blue Ridge Design, which offers consulting and structural engineering services with a focus on reinforced concrete and precast/prestressed concrete. With more than 40 years of experience in structural analysis, design and engineering management, he is also an expert in the area of earthquake design of precast/prestressed concrete structures. He has served on committees, task forces, and leadership positions for PCI, the American Concrete Institute, and the National Institute of Building Sciences’ Building Seismic Safety Council.

Joseph Goetz, P.E., has joined Dewberry, an architectural, engineering and consulting firm, as a senior project manager in the firm’s Fairfax, Virginia, office. Goetz previously worked in numerous roles with the US Army Corps of Engineers and has more than 35 years of experience managing disaster assistance and emergency response projects, as well as directing infrastructure projects worth more than $1 billion. Goetz has a bachelor’s degree in general engineering from the United States Military Academy and a master’s degree in environmental engineering from Johns Hopkins University.

Strand Associates Inc., a national multidisciplinary engineering firm based in Columbus, Indiana, has promoted William Hawkins, P.E., to vice president. Hawkins has been with Strand since 1992 and has more than 30 years’ experience in design, quality control, transportation, and construction projects, including serving as a project manager for two major state road projects. He is a graduate of Purdue University with a bachelor’s degree in civil engineering.

R. Mark Dempf, P.E., has joined the New York City office of McMillen Jacobs Associates as a principal and vice president in the construction management practice. Dempf, with more than 30 years of experience in infrastructure and utility master planning, design and construction, will support tunnel and underground design projects for clients including the New York City Department of Environmental Protection and the Port Authority of New York and New Jersey. Dempf’s experience includes working on one of the largest projects currently under construction for the city of New York, which will bring roughly 900 million gallons of water more than 90 miles from upstate New York to the city for more than 8 million residents.
