Herb Congdon, P.E., has joined the Telecommunications Industry Association as associate vice president for their technology and standards department. The TIA represents manufacturers and suppliers of global communications in policy, business, and standards development. Having worked in the fiber optics and components industry for over 20 years, Congdon’s new position will see him working on technical reports, maintaining industry standards, and crafting presentations for international standards forums.

Fehr Graham, an engineering and environment solutions company, has named Noah Carmichael, P.E., a principal of the firm. He has been with Fehr Graham for 10 years, most recently as manager of the branch in Rochelle, Illinois. Carmichael has led numerous high-profile transportation projects, public utility and development projects, and efforts to identify grant funding opportunities.

Turner Perrow, P.E., has been appointed to the National League of Cities’ 2014 Energy, Environment, and Natural Resources Steering Committee. As a member of the committee, Perrow will help shape the group’s policy positions and advocate on behalf of cities and towns in front of Congress and the Obama administration. The Virginia resident has served on the Lynchburg City Council since 2008.

Daniel Santos, P.E., has been appointed to the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers, and Landscape Architects. With more than 16 years of experience, Santos advises the US Nuclear Regulatory Commission on technical and regulatory issues regarding nuclear reactor designs. The Vienna, Virginia, resident will hold the position for three years.

Lockheed Martin has selected Chris Geiger, P.E., as the chief engineer for Enterprise Test Solutions. In this role, he will be responsible for all aspects of technical performance in the segment’s portfolio, and will partner with other teams to develop a long-term strategy for the segment. Geiger has been with Lockheed Martin for 12 years. He holds two bachelor’s degrees in chemistry and electrical engineering as well as an MBA.

Deborah Grubbe, P.E., has been elected to the US National Academy of Construction, an organization of industry leaders who have made outstanding contributions to the engineering and construction industry. Grubbe is owner and president of Operations and Safety Solutions LLC, a consultancy. In addition to her PE license, she is a charted engineer in the UK and a fellow of the American Institute of Chemical Engineers.

Eric Aschinger, P.E., has been named a fellow of the Academy of Electrical Contracting, an organization within the National Electrical Contractors Association that recognizes outstanding leaders in the field. Aschinger has over 40 years of experience in electrical design and construction and had previously been inducted into the Missouri University of Science and Technology’s Academy of Electrical and Computer Engineering in 2010.
