Learn from the City of Lawrence how to approach changing local government policy to allow the consideration of alternative project delivery. This presentantion will identify some of the challenges encountered when recommending alternative delivery for public projects. Specific to the discussion will be an overview of the city's alternative delivery procurement procedures and a detailed look at the unique approach used to highlight expertise during selection of the construction manager for the police facility project. In addition, we will identify project management practices utilized to provide transparency and accountability.
Melinda Harger, P.E. is Assistant Director of the Municipal Services & Operations Department for the City of Lawrence, Kansas, and leads the Construction Management, Engineering, and Development section. She has 15 years of experience in facility planning and design, project management, and construction administration in both the private and public sectors. She has managed a variety of projects, including the recently completed $74 million Wakarusa Wastewater Treatment Plant and the City’s new $18 million police headquarters under construction. She received her B.S. in Mathematics, B.S. in Civil Engineering, and Master of Civil Engineering degree from the University of Kansas.
