NSPE Supports U.S.-Based Research and Development NSPE Senior Manager of Government Relations Sarah Ogden participated in an R&D Credit Coalition teleconference. Congress will attempt to pass a "tax extenders" bill, an annual authorization that provides tax cuts for businesses and includes the R&D credit, during a post-election, lame-duck session. The R&D tax credit expired on December 31, 2009. The credit, which applies only to R&D performed in the U.S., is used by nearly 18,000 companies of all sizes. Most of the credit dollars are used to pay salaries of workers engaged in R&D, spurring economic growth not only through innovation but also through jobs.
NSPE is a member of the R&D Credit Coalition, a group of more than 275 trade and professional associations and companies of all sizes that collectively represent millions of American workers engaged in U.S.-based research throughout major sectors of the economy, including aerospace, agriculture, biotechnology, chemicals, electronics, energy, information technology, manufacturing, medical technology, pharmaceuticals, software, and telecommunications. The objectives of the coalition are a strong, permanent R&D credit of commensurate rate for all companies; a 20% simplified credit; and an extension of the traditional credit.

NSPE Partners with USA Science and Engineering Festival The USA Science and Engineering Festival will be held on the National Mall this weekend. NSPE is a festival partner and will have a booth featuring an engineering activity. The goal of the festival is to recruit the next generation of scientists and engineers by engaging K12 students in how science intersects with their daily lives. The festival has gained the support of the President and an honorary congressional committee of 22 senators and 64 representatives.

Future City, JETS, and MATHCOUNTS Represented at White House Science Fair Winners of the National Engineers Week Future City Competition, the Junior Engineering Technical Society TEAMS Competition, and MATHCOUNTS were invited to attend the White House Science Fair, where President Obama viewed student exhibits from a wide range of science, technology, engineering, and mathematics competitions and spoke about the importance of STEM education to America's economic future. The White House Science Fair is part of the President's Educate to Innovate campaign, which seeks to inspire children to excel in STEM subjects. NSPE Cosponsors QBS Facilitator Grant NSPE Senior Manager of Government Relations Sarah Ogden met with staff from the American Council of Engineering Companies, American Institute of Architects, and American Society of Civil Engineers to discuss the Qualifications-Based Selection Facilitator Grant. NSPE, ACEC, AIA, ASCE, and the American Public Works Association cosponsor the annual grant, which provides funding and program support to states seeking to promote the use of QBS by state and local agencies. The goal of the program is to establish active, customized QBS programs in every state.

NSPE Urges Senate to Pass America COMPETES Reauthorization Act NSPE sent a joint letter with nearly 250 other professional organizations, universities, and corporations to Senate leaders urging them to pass the America COMPETES Reauthorization Act (H.R. 5116, S. 3605) this year. The America COMPETES Act, first enacted in 2007, was drafted in response to " Rising Above the Gathering Storm," the National Academies' report on America's lagging competitiveness in science and technology. The bill authorizes investments in science and engineering research and science, technology, engineering, and mathematics education from kindergarten to the postdoctoral level.
The House passed the reauthorization bill in May. If the Senate passes the bill, Congress could produce a final bill for the President's signature before the 111 th Congress ends.
